Is it possible to use JS/Cookie Management to control when CP_SESSION is set?

Hi all,

 

We're using a cookie consent tool that will enable/disable cookies per user specifications. We'd like to have CP_SESSION enabled in most cases unless a user chooses to disable it. 

How/Where can we influence whether or not CP_SESSION is set?
