Incidents List from UI vs OTBI does not match

List of Incidents visible to the user with the seeded EHS Manager role does not match what they can query from OTBI Subject Area


A - Which Incidents are counted in the  OTBI Subject Area

Environment Health and Safety - Incidents Real Time  >> Facts - Incident >>

Count of Incident Events  - Should this be a count of ONLY the Incidents which have an Event. 
Count of Incidents   - Should this be the count of ALL Incidents irrespective of whether it has an Event or not
We are observing the following when the EHS Manager queries the subject area -
