Is it possible to create a rule to reassign Answers to a new Staff Account / Group when Staff Account moves to another Group. 

Example: Jane Doe moves from Delivery to Consulting. We want any KBs assigned to her to be moved to another Staff Account in the Delivery Group and no longer assigned to her.
