Can default sections contain a conditional section?

We have a fairly complex case section on our question receipt template, but it has always worked for us. There are several conditional sections and a default section. The default section has always contained the conditional section for updating an incident by a logged in user.

After upgrading to 20A, I get an error on trying to save the template, telling me that case sections can only contain conditional sections and a  single default section. Furthermore, there must be at least one conditional section (we have 4) and the default section must be last (it is last, but contains a conditional section inside it.) Is the conditional section inside the default section now an issue? How am I supposed to send people to update their incidents without a login condition? (Not all contacts have logins, hence limiting this part using conditions.) Nothing has changed in this
