Task Manger Link with Data Mangement

Hello,

I have the following case, regarding security and assigning task to the users.

1- End user should be capable to up load the data without automating the task. however there is only task type in the closing manager which is automated data load rule.

2- since the automated data type is  the only option, we had to use with data management as data load tool however, the issue with this option that is not linked to the close manager which means i lost the control and the user can upload the data at any time using the data management.
