Ship Complete Flag is set after submission, sometimes needs to be changed

The Ship Complete Flag is set after order submission and cannot be toggled to the opposite state.   Sometimes customers change their minds about how they want their orders shipped or need parts of it before others come available.

The behavior could be controlled by an Order Management Parameter to allow it to be changed or not, depending on customer need.
