I want to use the "Create API" to add apiary documentation to an API I create, but I can't get this working

I'm trying to automate the creation of an API (and plan, service, etc.) in a CI/CD pipeline (Azure DevOps) using the REST API for the Management Service in Oracle API Platform Cloud Service documentation (https://docs.oracle.com/en/cloud/paas/api-platform-cloud/apfrm/op-apis-post.html).

I've managed to get this working for a very generic API upload. Now I'm trying to extend this upload by adding my apiary documentation to the API but I keep on getting a 400 return error when calling the create API with this message:
