Create New Incident from Incident with Contact

I have a user convinced that a former workspace, and for a short time the current workspace, allowed a user to right click on the Contact control on an incident, can select New and have a new incident pop-up with the same contact attached. I didnt build the original WS, but the current WS is a variant of that WS, and I have no idea where this would be configured. I checked the old WS, and I can't get it to that, so I don't think it was true.
