Updating messagebases and configuration settings

Hi,

I've already submitted this as an idea - https://cloudcustomerconnect.oracle.com/posts/0935c5e640 - but am certainly not holding my breath

Can I just see whether there's anyway to programmatically to update messagbase or configuration entries? Whether it's ConnectPHP or a REST API
