Limit access to health and safety incidents by business unit

I want to limit health and safety incidents by Business Unit, can I do it?

The incidents will be managed by different people from the same business unit, I don't want to put them as reviewers because they are more than 4 people, it would be complicated, because I would have to put them as reviewers of incidents and investigations.

I would like to know if I can limit incidents by business unit.
