When an item containing the UOM as the Unit of Issue is added to cart, the quantity is changed incorrectly

This has been an issue that has impacted quite a few customers (those in Health Care come to mind as an instance) in the past.

Business Problem:

Customer has an item defined that is IMT enabled (i.e. internally transferable). A unit of issue has also been defined for said item in Inventory (PIM). Now using the Enter Requisition Line flow, when the item is selected, the system (correctly) selects the UOM as the Unit of Issue.
