Allow non contacts to update incidents

Let's say we have an incident. I then copy in [email protected] via the workspace so they get an email. However they are not a contact. If they reply, at the moment they get a request denied email saying "Your request for assistance cannot be accepted because your email address is not registered with an existing account."
My question is whether Jo can legitimately update the request but not be added as a contact?
