Cannot view an image within an answer

I'm unable to view an image within an answer on the Customer Portal using the Chrome browser. However, I can view this image using IE, Edge, and Firefox with no problem. 

I can view the answer but the image within the answer does not appear. I cleared cache and cookies, restarted and still no luck, others in my Org..also could not view via Chrome. 

I tried adding the HTTPS to the image URLs and still no luck. Does anyone have a solution or workaround for this problem?
