custhelp sites removed from Bing search results

We have a large Oracle CX presence as a subdomain of custhelp.com. Bing has blocked our site from their index as they say it is in violation of Bing Webmaster Guidelines. They won't even index our support homepage.

Our SEO consultants are concerned that the custhelp subdomains generally aren’t indexed on Bing, there are only 485 custhelp pages in total that are out of 2.3 million pages on the domain. Most of the pages that are indexed are either test sites (--tst1) or don't have sitemaps enabled. Oracle haven't been helpful in dealing with Bing so far. Google results are OK.
