Why "DEFECTS FIXED AND CONSIDERATIONS" is restricted for CSI access only?

The Monthly Update release is a good place to know how the product is improved, but  "DEFECTS FIXED AND CONSIDERATIONS" is restricted only for CSI access which prevents public users and potential clients to know more. The contents in it not seem to be classified for client, also there are defects/bugs raised in the Ideas forum that people do want to see some follow up and resolution. But seems Oracle treat these with different policy, at least from "Access" perspective, not sure why?
