Product Hub: Change Order approval rule based on Item Structure change

Dear Experts,

We have an requirement for an PDH customer to route change order approval based on either Structure changes or EFF changes? Can you please confirm if we can validate and built BPM rule based on item structure in BPM, that is any changes to Item 'Primary' Structure in Product Hub should route to User A, else the approval for other changes including EFF should be routed to User B?
