Exception "Could not load file or assembly"

Hi all, 

There is a third party external application that will be consuming an Oracle REST API POST endpoint that we have provided for an incident.  We are in the process of testing the endpoint, but the the application trying to access the Oracle end-point is getting an exception: Could not load file or assembly.   

I am new to REST APIs and have not done C# developing for a while, I hope some can help.  I am enclosing the error message.  The API is expecting json format.
