A client requested a dashboard report to show ALL Change Orders in PD/PDH.  One of the required fields was the Status of the Change Order.  In building the report the Subject Area " Product Management - Change Order Real Time" was used.  When "Change Order Status -> Change Order Status" was added to the report any Change Order that is in DRAFT status is dropped from the report.  This creates an incomplete report from the client perspective.

Note that the UI does not have this issue and can show all Change Orders.
