How can we archive a report-based policy in Data Lifecycle Management?

Hello!

We are attempting to use Data Lifecycle Management to archive specific incidents.  We would like to create a report-based policy to archive our incidents, but the option does not seem to be available.  After creating the policy, the only option in the "Then" menu is "Purge."  How do we get "Archive" as an option in the menu?  Screenshot attached.  Thank you!
