Is the community dead? Are we going to upgrade the framework?

First question - is the community dead? Would it be better off on StackOverflow?

The answers are far and few between and even less useful

The ideas lab is laughable - hardly anything gets picked up and if it does, chances are that it was already due.

Also - why are we using codeigniter and PHP versions several years old? Isn't it time the framework was updated? How are we supposed to be creative and innovative with such limited tech
