ConnectPHP Error while saving staff account

Hi,

I have custom script which will get staff account list from CSV file and save into database. However script is error out with this message

Error While Record Creation = Cannot save/update: Account(ID=0): 
Internal Error
Description: Not able to acquire lock for call to 'account_create'. without lock 

Account has all permission to create account and other standard objects. There is nothing wrong with Profile. It seems like database lock occur during save. Does anyone has an idea
