"Recover Order" action initiated on the order is not completed

We have sales order which are currently stuck in Shipped status. Diagnostics was run on the affected sales orders and we found on the "Stuck Order Analysis" section that it was identified under 

  • "Recover Order" action initiated on the order is not completed

The suggested recovery states: 

Refer to Terminating Pending Recovery Request section in Order Management cookbook to recover the order

How can we terminate those pending recovery request? Are these the RCA why the lines cannot be processed for recovery through Recover Error ESS job?
