Patch update removes ability to schedule reports in OTBI

Hello,

We noticed that we always lose the capability to schedule reports to users in OTBI after the patch has been applied. This happens after every patch and we have to reinstate access to be able to schedule reports out. Wondering if anyone else has the same issue and how to correct it?
