21C new feature - Quick Actions

We are using the Redwood them and the news layout, however, only see Quick Actions available under the Tools area.  We were hoping to see it under all modules (GL, Payables, Procurement, Fixed Assets, etc).  We don't have Oracle Cloud HCM so we are wondering if Quick Actions are primarily available for HCM activities?  Is anyone else seeing Quick Actions available in all their modules?
