Scroll bar always going to the top of a form , once the form or the dashboard is reloaded

While a user is scrolling down a long webform, if the user somehow refreshes the webform, the scroll bar always starts from the top. Ideally, it should return to the last position before the webform was refreshed. This is working fine with an entry form, where the focus and the scroll bar starts from the last position after refresh, but is not working with a read-only form or report.
