Can a new line be adding to shipset when existing lines are already in Awaiting Shipping

Summary: Ability to add a new line to existing shipset when lines reaches Awaiting Shipping

Content (required):

there is a sales order with 2 lines. Both lines are Awaiting Schedule. there is no GOP implemented and the Scheduled dates would be populated through REST API (salesOrdersForOrderHub). this actually creates a revision.

Now user need to add a new line to shipset.

Issue is: If a new line is added to shipset and submitted, existing lines would be in LOCKED status.

When lines are in LOCKED status REST API would try to populate the Scheduled dates but this is duplicating lines in Inventory.
