Creating a Rule That Utilizes the Incident.Email Header

We would like to create a rule that takes action when a particular email header is specified.

We would like to create a rule that takes action when a particular email header is specified. As per the snapshot, we have tried to have a rule that activates if a certain header is included. In my test case below, it would be TGIF. Our setup is that users email our domain and it redirects to the Oracle mailbox. We are including the header like this: header.email.incident: TGIF, but the rule does not activate.
