Is saving data much slower now with DSO?

I am observing a marked slowdown in saving data in forms that I would like to understand some more.

Content (required):

Upon saving data a number of out of the box rules are run that are taking 15 sec. My on demand rule takes 2 sec. On top of this is the refresh time as well. Is there a way I can speed things up? Why do I need to process rates for example when saving to entity input and entity currency?
