GL :Allocations - Need to negate/nullify the balances in a BSV

Summary:

Requirements has two steps

A) First nullify/reverse PTD balances for a BSV say "BSV-X"

B) As a next step, calculate 50% of PTD balances from BSV-Z and put it into BSV-X.
