Order Import Query does not return correct errors if Active Flag Y condition is present

Order Import Query does not return correct errors if Active Flag Y condition is present
Content (required):
1) We are calling order import API- Operation is Stage Orders during update of orders from excel
2) When we are trying to use below query to report errors we see that if active flag is Y then all relevant errors are not returned and if active flag is N then all historical errors are returned and their creation date is updated, so we can't even use date as a filter to check latest error messages. This is incorrect behaviour. Please advice how do we report on latest order import errors.
