Alternative to carry out tax scenarios involving Ex-Tipi (Brazil)

This Idea is about the creation of a new catalog for NCM exceptions (EXTIPI) for BRAZIL tax calculations.

To calculate taxes in the system, we use the Product Fiscal Classification determinant and in Brazil, we register the NCM code in LACLS_NCM_SERVICE_CODE catalog.

For some types of invoice entry or fiscal flow entry we have an extra tag in the XML with the name EXTIPI

When we have an invoice entry with the TAG <EXTIPI>, the system dont read the invoice and presents an ERROR. We received the note from Oracle with the solution for this ERROR, where we need to register the NCM + EXTIPI in the catalog.
