Ability to issue encrypted payment files to a local server to upload into payment portal

We have a requirement to send an encrypted payment file to a local server for the business teams to upload to their banking solution. The business case should allow the local team generate the file from Oracle to a local server and upload it to the banking portal, from their local directory created for payments.

Would the Local File System Delivery protocol be the appropriate configuration for this? If not what other options solutions. If not please advise what is the recommend way in achieving with. Ideally we would use the preferred SFTP option but this is not possible to use.
