Difference Between /assets/javascript and /development/javascript ?

Summary:

What is the difference between the two folders /assets/javascript and /development/javascript?

Content (required):

I am working on removing JavaScript from our PHP files and placing it in dedicated JS files when I noticed there are two separate locations for JS.

What is the difference between them?

How do you access the JS files in /development/javascript? I know autoload.js runs automatically, and the assets JS files are accessed via /euf/assets/javascript/... but I'm not sure how to access the ones in the development folder. Are they meant to be accessed?
