What drives "OWP_Start Date" Population for New Hires in Planning Cloud Workforce?

Summary:

We are trying to evaluate the results of adding new hires and are seeing a standard number string in the OWP_Start Date instead of a "Date". This will be confusing to the users, so we are trying to explain why that value is coming back.

Also, it is curious that the format is different for Existing Employees compare to the New Hires.

Have we missed something in the setup or documentation that explains this?
