Planning Project - FBDI upload. does not enable Resources in Manage Financial Project Plan

I am creating a Project using FBDI, where I have kept Planning Project field blank. As per the note it says if left blank value will be picked from Template. and in Template I have enabled Project Plan and Project Plan Type.

But when project is created the Resources are still not enabled in Manage Financial project Plan.

Any pointers out here?
