How to Import Customer Accounts, Sites, Site uses for an existing Organization Party in Fusion

Summary: We have a scenario where Customers are created in Oracle Sales cloud as a SALES_PROSPECT but doesn't have accounts. But now we are migrating the Customer Account, Account Sites, Account Site uses, etc for those customers from a legacy EBS system using Customer Import FBDI. Getting the following Error: The reference to the party is invalid, or the party doesn't exist. Import program is unable to identify the Party ORIG_SYSTEM_REFERENCE value passed in the Account Import interface table.

There is no entry for those Parties in HZ_ORIG_SYS_REFERENCES table. We are using ORIG_SYSTEM_REFERENCE from HZ_PARTIES of Fusion as Party Original System Reference and FUSION as the value for Party Original System fields in iHZ_IMP_ACCOUNTS_T to import the respective Customer Account.
