Data Repository vs Data Management

We are currently in the process of selecting a vendor to implement PBCS. Our PBCS is an older license that does not include other applications currently available in the EPM bundles offered today.
Our company will be interfacing data from 3 disparate systems, as well as financial data from Oracle Cloud ERP. We currently have 12 different fiscal patterns and reporting cubes in our ERP, and are looking to reduce this to one reporting cube in PBCS.
We have been offered 2 different solutions…
1. Create rules and formulas (Smart Lists) in the Data Management tool kit to normalize and cleanse the data prior to upload in to the cube. Data is copied to flat file for back-up.
