Is it possible to drive invoice approvals to the cost center manager of the project owning org?

Summary:

We have defined certain departments as project owning organizations and have defined cost center managers on these organizations. We would like to drive the payables invoice approval to the project owning organization cost center manager versus the available expenditure owning organization cost center manager. Is this possible via BPM using sql or other options?
