Workspace scroll within BUI

Summary: In the BUI, when you have an incident open, the section at the top consumes much of the workspace you see.  I know we can pop out the Message section to see it full screen.

Here is the question - can we make it so the summary section scrolls away as you scroll down, like most web pages work, so it doesn't stay consuming a majority of the screen?
