Assign people to round robin logged in

I am setting up my incident queues and I have people assigned to this profile but they are not assigned while logged in
I understand that round robin (logged in) is used for people who are connected
I have the next problem and i dont know whats next, probably something its wrong in my configuration, i had tried differents ways but doesn't work.
Incident Queue: "CAS" set as Round Robin (Logged In)
Profile: "CAS", queue added = CAS
Pull Policy: "Strict Policy"
PullQuantity = 2
Inbox Limit = 10.
Pull From Single Round Robin Logged In Queue = unchecked
Once these values were configured, i use rules to assign for types but its not assigned to the people on the queue
