Location specific security roles do not exist in DM ?

Summary:

Assigned location security groups roles merge, such that one cannot have users simultaneously manage a load to their own entity with the create integration, while using a pull from FCC to Planning using a parent location, without the ability for them to mess it up for everyone on mappings or pull data from other units changing the DLR because the create integration roles applies to that as well. Is there another way?

I found this unfortunate confirmation of the same problem I am facing now 5 years later using DM in the Cloud with Planning (and FCC).
