OSMS Work Request Failing With Ksplice Upgrade Error 404

Symptoms

An OSMS work request is failing with error:

Ksplice upgrade failed: Command: ['ksplice', '-y', 'all', 'upgrade', '--no-yum'] failed (1): stderr: stdout: Error: Failed to download https://updates.ksplice.<region>-<ad>.oci.oraclecloud.com/ksplice/updates/user/xy/xyzxxxxxxxxxxxxxxxxxxxx.tar.gz: 
HTTP status 404 InternalServerError

Cause

A ksplice update file is either missing in the target ksplice server (hence the 404 error) or the ksplice server's metadata is cataloguing an invalid update.

The error is happening in a single region, other regions correctly provide the update.
