Non Worker email adress in type Home email address does not filter through to Learn

We have a lot of non workers in the system that need to attend courses and achieve competencies. They can access the system, do their learning however, they do not receive any kind of email communication which is absolutely vital that they do. Learn is looking at the work email only.

Their private email address is noted under email type Home in HR Core and we cannot add their private email address to the work email type. Has anyone else encountered this and how did you solve it?
