Filtering Based on Phone Type

Need to show only results for work phone but also want to pull in those who do not have a value.Content
I am trying to create a report which will pull various data points for our entire population. For the phone number type I only want work phone values to populate. But if I simply filter on that value it will only pull in colleagues who have that value and I will not have all the data I need. Is there a formula I could use on the phone number type column to achieve this?
