Application Composer- Can't find Specific users

Hi all,

In Application Composer- object workflows

I try to send email/tasks to specific, but I can't find them - Not by searching first name, last, email and user role

I know these users are exist in the system.

Anyone deal with this issue?

I'm in sandbox mode
