How to shut off rules automatically in test environment?

Summary:

We have escalation rules that I don't want to fire in when we clone our production environment to a test environment. How do I get the Advanced Business rules to recognize they are operating from and just stop?

We have rules that escalate answers into a review process and then later unpublish them if they haven't been reviewed in time. When status changes on answers, owners are notified. I don't want the notifications going out on our test environments for these rules - how do I get the rules to recognize they are in a test environment and stop firing without having to go in an manually turn them off each time I clone a test environment from production?
