Automatically change Report name serial no. and Track changes in a report package

Question 1 - I am creating several notes to accounts in Narrative reporting, which will have serial no. in the names. If a new note is added before a note, how do I automatically change the numbering of all the other notes after it.

Question 2 - In a report package, after the review phase, if the author makes some more changes, how can the reviewer know about the new changes without going through the entire Report package contents?
