How to restrict button action menu in Approvals Menu

Hi,

I would to ask How to restrict button action menu in Approvals ?

my expectation : user as submitter only have action menu "promote"

I have issue, as a submitter with power user role, I can dirrect action "approve" in the action menu with "approve" and it impacted with my approval flow, the aproval status changed to "approved" eventho submiter shouldn't responsible to approve that,

Is this restriction possible ?
