Translate manually entered Balance into higher currency bucket

I want to know why the manually entered Balance can not automatically Translate into the higher currency bucket like what Data Load does.

In Data Load, we can enable the "Translate balances to higher currency buckets" to translate the data loaded from GL. Our client has some accounts that need to manually enter the balance instead of loading. If we enable the manually enter balance function in the Profile (both source and sub-system), we can enter the balance using the pen icon, but the balance won't be able to translate into a higher currency bucket. (e.g. the 100 FJD is not tranlated into NZD) This is the same if you import pre-mapped balance. However, manually entered transactions can be translated to higher currency
