Can our signatures not be automatically appended unless we enter a response?

In BUI can our signatures not be automatically appended unless we enter a response? It is very annoying that every time we open an incident our signatures are added even if we do not add a response. I know we can use standard text and hot keys, but that is a lot to maintain for every agent.
